Preamble:

The e-OMED proposes to gradually build a digital space open to all, to? scale of? all countries of the Mediterranean by pooling? s existing co-production, dissemination and development of uses of digital resources quality. It s? initially supported the voluntary institutions of all countries of the? UPM active in the digital domain, first and foremost Universities and National Digital Campus.

The e-OMED is already supported by some sixty partners from 7 countries have declared their interest in the inaugural conference of? Agadir in March 2009 or at subsequent meetings in Lebanon, Tunisia, Morocco, France;

The number of partners and countries is changing rapidly, thanks to the gradual mobilization of existing networks.

Community TV Theme-TP

The first concrete action of the Steering Committee e-OMED was theestablishment of "thematic communities"to promote the use and dissemination of existing digital resources.

The pole AIP Primec RAO has built a solid experience and acquired know-how in distance education for many years:

• in 1999, a platform e-learning has been developed on behalf of CNED(National Center for Distance Learning) to allow students access to nomadic TPautomation achievable distance.
• in 2000, posted the first practical remote access to the pole RAO.
• 2007 creation of pooled technology platform remotely accessible ARI(Automation and Industrial Network) in partnership with Schneider Electric, with the support of the Regional Council RA.

It was in this context that the AIP-RAO Primec proposed the creation of thematic community Tele-TP and it is having entrusted the leadership and coordination.

This demonstrator is part of the action plan of the community theme "tele-TP",more precisely in phase "Developments and instructional design"

The Digital Space open for e-Mediterranean OMED

Preamble:

In the wake of the Union for the Mediterranean (UFM) launched in 2008 by the Presidency of the EU and the strong momentum it has generated in terms of introspection of North-South partnerships for further cooperation suitable for both social and cultural realities, the President of the University of Ibn Zuhr (Agadir, Morocco) and the President of French University Consortium Digital Engineering and Technology (UNITA), following meetings held in Agadir in April 2008 launched with their partners the idea of ??a "Digital Space open for the Mediterranean (eOMED).

This project builds on the existing relations of cooperation between universities on both sides of the Mediterranean and concrete achievements made in this context. It aims to capitalize on these gains by taking full advantage of ongoing developments in information technology and communication. In this way, this space will be open to all actors (countries, institutions and individuals), for culture, education and research. He will work to:

• Reducing the digital divide between the two shores of the Mediterranean;
• Promote human development through access to knowledge by any public body subject to geographical constraints, economic or socio-cultural;
• Promote the continuous enrichment and enhancement of the common heritage by the user community;

and this, in accordance with the principles of openness, cultural and linguistic diversity, and cooperation between the project partners, especially those around the Mediterranean.

The conference consists of Agadir the first action of the e-OMED. She emphasized (www.cvm.ac.ma / or confemed www.eomed.org) the relevance, see the need for a partnership that trans in an effort of collective intelligence, would promote include:

• Strategies for sharing and use of existing digital resources and their adaptation to different economic, cultural and educational premises;
• Actions that involve partners from different countries and cultures;
• Effective mechanisms for dissemination and access to digital resources to end users and adapted to local contexts,
• Common frames of reference related to the creation and use of digital resources,

The consultations continued to explore potential avenues for development of the e-OMED. Thus the main proposals that emerged after the meeting in Lyon (www.cvm.ac.ma / or confemed www.eomed.org) consisted of the creation of thematic communities (CT) structures that would support the development of the project themes identified in accordance with the Agadir Declaration.

The partnership e-OMED - UNESCO, discussed who met in Paris, MM. A. Bennani, G. Touzot and the Directors of UNESCO, supports the visions and projects of e-OMED and gives them the key "cultural" which constitutes an important dimension of project actions.

It goes without saying that all actors of the e-OMED, ??within the Mediterranean region are invited to participate in the definition, creation and community life themes. They are invited to propose other topics, provided the existence of a facilitator and a nucleus of interested colleagues.

Overall objectives:

• Group colleagues from different countries (4 minimum) interested in a similar action, tool, discipline, teaching approach, ...
• Take stock of the acquired group of partners in the e-OMED thematic question,
• Propose immediate actions that can be run with existing resources of partners
• Build projects that can quickly submit to organizations capable of funding (Ministries of the countries concerned through e-OMED, ??UPM, UNESCO, World Bank, AUF, ...)
• Promote and disseminate successful practices,
• Suggest mechanisms that will enable partner agencies (Virtual Universities, Universities, other types of partners) to initiate actions and calls for projects consistent with the objectives of eOMED,
• Expand the network of partners in the field,
• Organize a meeting or at a distance of participants in the months to come.

Specific objectives:

• Identify existing digital resources;
• Identify resources to adapt, develop and co-develop;
• Agree on mutual terms that substantiates the principles of openness and sharing promoted by e-OMED and respect copyright;
• Arrange an indexing tool that will be offered to partners as a tool extended to all multi-usable and sharable resources and establish a distribution medium (portals, existing websites, ...);
• Deploy technical solutions (infrastructure networks, SEO tools ,...);
• Propose actions to promote the use of shared resources;
• Propose strategies, actions and projects to adapt resources to different cultural environments and languages ??(translations, ...);
• Identify potentially interested countries;
• Arrange an organization of bodies in charge of projects adopted;
• Train resource persons.

Animators are invited to submit to the steering committee stopped the action plan for the implementation of planned activities and to keep informed of interim results.
